GLACIER is Starting this September

The implementation of GLACIER starts this September.

GLACIER is an online program designed to collect tax-related information from foreign individuals via a secure internet site. GLACIER automatically determines the individual’s U.S. tax status, treaty eligibility, and tax withholding rates based on information that the foreign national enters into the program.  This online tax program will be replacing the University’s use of the paper FNIF form.   To learn more about this program, view this previous eNews article.

The switch from the paper FNIF form to the GLACIER online tax program will occur in two phases:   

September 9, 2014 – Oracle Vendor Request Form

  • On September 9th schools and units setting up foreign individuals in the Oracle Vendor Request Form should stop using the paper FNIF form.   
     
    • To assist  financial departments with this transitions, two job aids have been created:

September 22, 2014 – Employees Hired in PeopleSoft

  • On September 22nd schools and units hiring foreign individuals in PeopleSoft should stop using the paper FNIF form.   Completed I-9 forms are still required and should continue to be sent as soon as possible to University Financial Services (UFS).

Support for the Foreign Individual

Once a foreign individual's Oracle Vendor Request Form has been approved or I-9 form has been submitted to UFS, the individual will receive an e-mail that includes a link to the GLACIER website and secure login instructions. Foreign individuals will answer a series of questions that will complete the tax documents on the website. When finished, they will submit the completed tax documents to the Office of the Controller's NRA Tax Group to be set up properly for payments.  

The GLACIER online tax system provides screen-by-screen help instructions, but if you want to provide the foreign individual instructions in advance of him/her receiving the e-mail from GLACIER, two work instructions have been created.  One is a two-page summary and the other a detailed, step-by-step instruction.
