FY23 Capital Spending Plan Submissions due in CPATH

The preliminary FY23 Capital Spending Plan (CSP) submissions will be due in CPATH by end of day on Friday, February 18, 2022. CSP Narrative Update questions will be included with the FY23 Budget Guidelines and Narratives distributed by Office of Financial Strategy and Planning (OFSP). Responses are due along with the OFSP narratives; OFSP will forward your CSP narrative responses to CAPS.

FCI calculations will not be part of the FY23 capital spending plan submission. Retrospective building FCI’s are done each year in the fall as part of the prior year review and multi-year capital planning efforts. It is recommended that the automated FCA tool be updated regularly, but especially at the end of each fiscal year.

The Facilities and Finance Committees will review, and the Corporation will authorize, next steps for projects included in the FY23 CSP submissions in May. Please refer to the FY23 Capital Planning Guidelines for more information on these submissions.

CPATH provides many standard reports which may help with your CSP preparation.  CAPS recommends the CP1142 Capital Plan Comparison report to compare spending in the proposed FY23 CSP with FY23 spending provided in the FY23-27 Multi-Year Capital Plan.  

Suggested parameter selections for the CP1142 report are as follows:

  • Aspect: 1 - Spending
  • Plan 1: 3 - Working CSP
  • Plan 2: 2 - Working MYCP
  • Start: Fiscal 2023
