New University-Issued Card Policy

The Office of the Controller and Strategic Procurement's Travel, Reimbursement, and Card Services have released a new University-Issued Card Policy effective January 1, 2024. This new policy formalizes and combines previously existing policies, processes, and practices into one policy which will be helpful for cardholders and card administrators, as well as those that prepare, approve, and oversee, cards that are issued by Harvard.

Key features of the policy:

  • Applies to all University-issued cards (corporate, PCard, Department Card, etc.).
  • Formalizes and combines previously existing policies, processes, and practices into one policy.
  • Documents roles and responsibilities of cardholders, expense preparers and approvers, Tub/Unit Card Program Administrators, and Finance Offices.
  • Describes appropriate and inappropriate use of Harvard-issued cards.
  • Empowers Schools and Units to take disciplinary action against cardholders who do not comply with the policy.
  • Emphasizes that University-issued cards are not to be used for personal use (which has always been part of the card agreement).

An overview of the new policy will be offered by the Office of the Controller and Travel, Reimbursement, and Card Services with a focus on cardholder and delegate roles and responsibilities.
