FY24 Capital Spending Plan Submissions due in CPATH

The preliminary FY24 Capital Spending Plan (CSP) submissions will be due in CPATH by end of day on Friday, February 17, 2023. CSP Narrative Update questions will be included with the FY24 Budget Guidelines and Narratives distributed by Office of Financial Strategy and Planning (OFSP). Responses are due along with the OFSP narratives; OFSP will forward your CSP narrative responses to CAPS.

The Facilities and Finance Committees will review, and the Corporation will authorize, next steps for projects included in the FY24 CSP submissions in May. Please refer to the FY24 Capital Planning Guidelines for more information on these submissions.

CPATH provides many standard reports which may help with your CSP preparation.  CAPS recommends the CP1142 Capital Plan Comparison report (found on the CPATH’s Capital Planning menu) to compare spending in the proposed FY24 CSP with FY24 spending provided in the FY24-28.

Suggested parameter selections for the CP1142 report are as follows:

  • Aspect: 1 - Spending
  • Plan 1: 3 - Working CSP (once FY24 has been submitted – otherwise 1 – Live Forecast)
  • Plan 2: 2 - Working MYCP
  • Start: Fiscal 2024

Like prior years, Facility Condition Index (FCI) calculations will not be part of the CSP submission. Retrospective building FCI’s are done each year in the fall as part of the prior year review and multi-year capital planning efforts. It is recommended that the automated Facilities Conditions Assessment tool (vfa.facility) be updated regularly, but especially at the end of each fiscal year for use in the multi-year capital plan (MYCP) analytics in the fall.
